I personally would not re import TR1. In addition, I would put all the objects in TR2 as a corrective transport since it is the easiest to avoid compounded problems or reimporting. It is normal practice to track transports that have failed but to create a corrective transport behind it in order to resolve the issue in TR1. When you promote the TR1 into production, you know that it will be resolved with TR2. Now if you are still having failures with TR2, there are still missing objects.
